Highways and roads or public transportation?

Should governments spend more money on improving roads and highways or should governments spend more money on improving public transportation (buses, trains, subways)? Why? Use specific reasons to support your idea.

In my opinion it has important effect on our social life because :
1- We can know new events
2- We can know how people are
3- We can learn to respect each other specially olds, sicks
4- We can use public transportation instead of ours so we have less traffic so we arrive quicker and without any sadness or stress or worries …..
5- We can save more money because we pay less money for gas ,….
